Alberta Health Services (AHS) has commenced work on expanding the south (surface) parkade at the Red Deer Regional Hospital Centre (RDRHC). The expansion is expected to take approximately one year to complete and will see the addition of two levels which will add 500 more parking spaces to the structure.

The cost to expand the parkade is estimated to be $20-million, and it will be funded through debt-financing by AHS Parking Services.

This expansion is necessary as the public parking lots adjacent to the Central Alberta Cancer Centre and directly west of the parkade will be become part of the footprint for the new patient tower, which is part of the Government-led Red Deer Regional Hospital Centre Redevelopment Project.

Expansion of the parkade is an important step towards realizing the future growth that will occur at the site through the hospital redevelopment. With that growth AHS anticipates there to be increased demand for parking in the years to come, and expanding the parkade now ensures there will be space available to accommodate that demand.

With the exception of the fifth level, the south parkade will remain open during construction though access may change at times to accommodate equipment.

  • Temporary impacts to public transit stops

    Transit users will continue to see adjustments to Red Deer City Transit stops and routes, primarily Route 3, as the south parkade expansion project continues.


    As of the week of November 4, the following bus stops are operational:

    • Outbound/Southbound: by South Complex on west side of 50A Avenue
    • Outbound/Southbound: by South Parkade on north side of 52 Avenue
    • Inbound/Northbound: by South Parkade on south side of 52 Avenue
    • Inbound/Northbound: across from South Parkade on east side of 50A Avenue

    Though most of 39 St. is closed to allow room for crane work, buses are now traveling through the intersection of 39 St. and 52 Ave. which is a slight adjustment to the usual route.

    Route 3 is expected to return to its usual route near the end of November, when the crane will be repositioned off 39 St. allowing for it to fully reopen.

    As work to expand the parkade at the Red Deer Regional Hospital Centre continues, 39 Street directly south of the hospital will be closed for the installation of the precast concrete needed to form the parkade’s new levels.

    Beginning September 10, 39 Street will be closed between 52 Avenue and 51 Avenue. The parkade exit onto 39 Street will also be closed during this time, with pedestrian traffic being redirected around the parkade to the east and west.

    City of Red Deer transit stops along the impacted section of 39 Street will be temporarily relocated to the west. Signage will direct users to alternate stops.

    The street closure will also require changes to the access of the 39 Street parking lot for AHS staff and volunteers who are registered to park there. A temporary entrance and exit will be established to the east, off of 51 Avenue.

    AHS will be working closely with our contractors to minimize the traffic impacts wherever possible for patients, staff and neighbouring residents.

    The closure is expected to last until mid-November.

    Detour signage will be in place to direct traffic during this work. Motorists are asked to please slow down when approaching or driving in the construction areas and to obey all posted signs and personnel directing traffic. Pedestrians are also asked to please keep to posted sidewalks for their safety around construction traffic.

    The delivery and installation of precast concrete pieces for the new parkade levels continues to progress, with activity increasing as summer moves into August. Crane equipment remains stationed around the parkade as trucks carrying the precast pieces arrive at site at regular intervals. The crane will move around the parkade to hoist pieces into place throughout the coming months which will result in some temporary traffic disruptions.

    This will include a temporary closure of 39th Street beginning in late August. The parkade exit onto 39th Street will also be closed during this time, with pedestrian traffic being redirected around the parkade to the east and west. City of Red Deer transit stops along the closed section road will also be temporarily relocated. As closure dates are confirmed, AHS will be advising the surrounding neighbourhood as well as the broader community.

    We will be working closely with our contractors to minimize the traffic impacts where possible, and we thank you for your continued patience as this project progresses.

    As work to expand the south (surface) parkade at the Red Deer Regional Hospital Centre continues, temporary changes to traffic flow around the site will be necessary this month to prepare for the arrival of precast concrete that will form the parkade's two new levels.

    Traffic patterns - including pedestrian traffic - will change at various times beginning the week of June 17 to safely accommodate the heavy equipment needed for this work, while ensuring site access continues for patients, staff and visitors.

    From June 19-26, traffic through the traffic circle around the main entrance will be restricted to one-way only. Traffic coming from the east off 50A Ave. will be directed to use a temporary road that has been constructed to access the main entrance June 24-26, with temporary pedestrian crossings marked to safely direct foot traffic around construction areas.

    Additionally, from June 26-28, 39 St. south of the parkade will be temporarily closed to accommodate crane equipment. The parkade exit onto 39 St. will also be closed during this time, with pedestrian traffic being redirected around the parkade to the east and west. City of Red Deer transit stops along 39 St. will be temporarily relocated to the west.

    Initial stages of construction to expand the south (surface) parkade at the Red Deer Regional Hospital Centre (RDRHC) will begin next week and might result in brief traffic delays on site.


    On April 22, construction scaffolding will be installed over the parkade entrance, during which time traffic will be reduced to one lane. The following day, scaffolding will be installed over the parkade’s west exit, which will result in traffic being reduced to one lane while work is completed.

    To help mitigate traffic backups for staff, patients and visitors utilizing the parkade, work will be paused during peak hours. Scaffolding installed over the 39 St. parkade exit will occur on April 26, during which the exit will be inaccessible.

    Patients might wish to leave earlier than usual to get to their appointments to avoid traffic delays.

    Motorists are asked to please slow down when approaching or driving in the construction areas and to obey all posted signs and personnel directing traffic. Pedestrians are also asked to please keep to posted sidewalks for their safety around construction traffic.

    Additionally, the parkade elevators will be shut down as of May 1, as the elevator shaft will need to be extended to two new levels being added to the parkade. As a safety precaution for elevator users as well as the workers, the elevators cannot operate while upgrade work is underway.

    The two new levels will add 500 parking spaces to the south parkade. The fifth level will be closed for the duration of the parkade expansion to allow for the new levels, built from large precast concrete pieces, to be added, but the remaining levels will continue to be accessible. The precast pieces for the new levels will be brought to site by truck beginning in early June, which could result in temporary disruptions to usual traffic in the area around the hospital.

    The parkade expansion is expected to take approximately a year to complete and will cost an estimated $20 million. The project will be debt-financed by AHS Parking Services as no government-provided healthcare dollars are used to build, lease, maintain or administer parking.

    With the future growth of the site, increased demand for parking is expected. Public parking lots adjacent to the Central Alberta Cancer Centre and west of the parkade will be replaced when the new parkade stalls are added. Those parking lots will become part of the footprint of the new patient tower, which is part of the RDRHC redevelopment project.
