Red Deer Regional Hospital Centre Parkade Expansion
Alberta Health Services (AHS) has commenced work on expanding the south (surface) parkade at the Red Deer Regional Hospital Centre (RDRHC). The expansion is expected to take approximately one year to complete and will see the addition of two levels which will add 500 more parking spaces to the structure.
The cost to expand the parkade is estimated to be $20-million, and it will be funded through debt-financing by AHS Parking Services.
This expansion is necessary as the public parking lots adjacent to the Central Alberta Cancer Centre and directly west of the parkade will be become part of the footprint for the new patient tower, which is part of the Government-led Red Deer Regional Hospital Centre Redevelopment Project.
Expansion of the parkade is an important step towards realizing the future growth that will occur at the site through the hospital redevelopment. With that growth AHS anticipates there to be increased demand for parking in the years to come, and expanding the parkade now ensures there will be space available to accommodate that demand.
With the exception of the fifth level, the south parkade will remain open during construction though access may change at times to accommodate equipment.

about 2 months agoThe project manager confirms AHS will be re-grading the alleyway as part of the clean-up work planned for the reopening of 39th Street. The intent is for re-grading to occur before any significant snowfall, so will therefore likely be carried out this month. If there are any changes to the timeline, they have committed to connecting with you directly to inform you of them.

This project will not interfere with the redevelopment and expansion project at RDRHC, nor with its operations. In fact, it is necessary to be done now to allow for the expansion project.
Specifically, public parking adjacent to the parkade and the Central Alberta Cancer Centre will become the footprint of the new patient tower that is part of the RDRHC redevelopment project. These new levels will bring needed parking spaces lost with that build. Overall, 300 new parking spaces will be developed in the parkade expansion.
To your other point, please be assured that no healthcare dollars are used for this or any AHS parking facility. Users pay parking fees, which allow for necessary parking infrastructure to be self-sustaining.

Expanding the parkade is necessary to replace the public parking lots adjacent to the Central Alberta Cancer Centre and west of the parkade which will become part of the footprint for the new patient tower that will be constructed as part of the Red Deer Regional Hospital Centre Redevelopment Project.
Additionally, there continues to be a demand for parking at site. With the growth expected through the hospital redevelopment, expanding the parkade will help address that need for parking now and into the future.
The parkade expansion is a separate, AHS-led project and not part of the $1.8-billion Red Deer Regional Hospital Centre Redevelopment Project that is being led by the Government of Alberta. The parkade expansion is debt-financed by Parking Services. No healthcare dollars are used to build or maintain AHS parking structures.
Work on the redevelopment of RDRHC continues to progress, with construction on the new patient tower expected to begin later this year.

Fifth Level of Parkade Closes (mid-April 2024)
Red Deer Regional Hospital Centre Parkade Expansion has finished this stage- This level is expected to open in early 2025.
- The rest of the parkade will remain open during construction.
- As work on the new level above is completed, the fifth level will be reopened to parking before the project is complete.

Scaffolding Installed Over Parkade Entrance and Exits
Red Deer Regional Hospital Centre Parkade Expansion has finished this stage- On April 22 construction scaffolding will be installed over the parkade entrance, during which time traffic will be reduced to one lane.
- On April 23 scaffolding will be installed over the parkade’s west exit, which will result in traffic being reduced to one lane while work is completed.
- On April 26 scaffolding will be installed over the 39 Street parkade exit, during which time the exit will be inaccessible.
- To help mitigate traffic backups work will be paused during peak hours.

Parkade Elevators Close (early May 2024)
Red Deer Regional Hospital Centre Parkade Expansion has finished this stage- Elevators within the parkade will be unavailable during construction as a safety precaution while work in the elevator shaft occurs.
- Elevators will be closed as of May 1, 2024
- Accessible parking for those unable to navigate the stairs between levels is available on the ground level of the parkade and in the underground parkade. Parking Services will be working directly with those staff and volunteers with mobility concerns on alternative parking.

Temporary Road Construction
Red Deer Regional Hospital Centre Parkade Expansion has finished this stage- Project team held an information session on May 21, 2024 with key partners to discuss the upcoming site road closures/disruptions.
- A temporary road will be constructed adjacent to the existing access road coming into the site from the East off of 50A Ave.
- The temporary road is required to continue to provide access when the existing road is closed to accommodate the heavy crane equipment needed to lift pre-cast concrete pieces into place for the parkade’s new levels.
- A temporary sidewalk will be installed next to the hospital to safely allow pedestrians access to the main entrance while work on the road occurs.
- The temporary road will be in place for approximately eight weeks while expansion work is completed on the north side of the parkade. The temporary sidewalk will remain in place until the temporary road is removed and the area is re-landscaped.

Removal of Existing pre-cast on top level (June-July)
Red Deer Regional Hospital Centre Parkade Expansion has finished this stage- Preparation work continues to ensure the site is ready for the arrival of precast concrete that will form the parkade’s two new levels.
- To remove some of the existing precast concrete from level five to make way for the new materials, large crane equipment will be onsite and will result in changes to traffic patterns – including pedestrian traffic beginning the week of June 17.

Install Precast for new levels (August 2024-onward)
Red Deer Regional Hospital Centre Parkade Expansion is currently at this stageAs work continues on the parkade expansion project, there will be some further traffic disruptions around the site in order to accommodate the delivery and installation of precast concrete pieces for the new parkade levels. These temporary disruptions will include:
- Continued use of the temporary roadway until mid-August. Traffic will be limited to one lane around the traffic circle.
- In late August the crane will be moved to 39th Street on the south side of the parkade. This will require temporary closure of the road, with pedestrian traffic being redirected around the parkade to the east and west. City of Red Deer transit stops along the closed section of 39th Street will also be temporarily relocated.
- While 39th Street is closed, staff utilizing the 39th Street parking lot will have to utilize a temporary entrance off of 51st Ave. The lot will continue to operate as per usual with this temporary entrance.

Parkade Re-opens (expected April 2025)
this is an upcoming stage for Red Deer Regional Hospital Centre Parkade Expansion- This expansion will bring two additional levels and will add 500 parking spaces.
